PBPOA’s Summary Report from the October 14th Meeting
The Sheriffs’ Office has built a Command Center for senior officers of the Sheriff’s Department, called the “Crime Center Room.” A feature of the room will be a license plate reader operation. They discussed this with the PBSD Board. It works like an electronic fence for dogs. It reads and records license plate numbers as vehicles pass the readers. It immediately alerts the Sheriff’s Office of any license plate on the “hot list.” A car was recently stolen in Pelican Bay. This incident was offered as a reason for Pelican Bay to install the system. The initial installation for Pelican Bay is about $253,000 and $5500/ year to maintain and monitor.
PBSD Administrator, Neil Dorrill, addressed the new, shared PBSD/Foundation space in the Sun Trust Building. Base rent is $43,000/year shared approximately 55%/45% between the two entities with the Services District being the 55%. There is an annual 3% rent accelerator for 7 years. Exception was taken to this rate in a 0% inflation environment. Each Organization will have separate entrances.
The Board received many questions about the sod replacement on Gulf Park Drive. A discussion on communicating current projects by something like a quarterly newsletter was discussed with no decision.
PBSD Finances. Currently $8,777,000 with $288,000 in the General Fund is held in PBSD accounts. Reserves are fully funded. There is a 1/2 mil cap carry forward. Numbers are unaudited.
The Budget Committee had their first meeting in 6 months on October 12th. There are $10,000,000 of financings in process, $5,000,000 each for sidewalks and lake banks. The Bank Note financing is back for 15 years. Apparently a meeting was held with the Collier County Budget Director, Mr. Mark Isackson, who has long advocated for this financing method. Mr. Isackson claims that it is the “efficient way and at very low interest cost.” It is expected to be implemented in the Spring of 2021.
The new Services Building is proceeding. There is a proposed contract with the building engineer.
Repairs are being made and will continue to be made to all crosswalks.
Lake Projects: Lakes 13, 16 and 33 will receive work to enhance their performance. There are 2 cost estimates for each lake, the difference apparently being the extent and method used for the solutions. Estimates are:Lake 13–Waterside Shops area. $960,000 and 600,000.Lake 16-Tierra Mar/Crayton Road. $970,000 and $580,000.Lake 33–West of Willow Brook. $800,000 and $500,000.
